Visa processing times

Hi,

I wonder if anybody can help me with the following query:

My wife submitted her visa application, biometrics etc in Islamabad on the 27/07 and on the 27/08 we received an email from the visa office in Sheffield that her application has been received and is now beening process. It will take about 12 weeks. When did the 12 weeks deadline begin on the 27/07 or 27/08?

Irrc it's from the biometric appointment date onwards 84 days or 60 working days
