Entering the UK as the holder of residence card

hello everyone

my wife in bulgaria citizens.I have my residence permit in Bulgaria.
Can I go without a visa-free and residence card?
I guess it says on this page

Can I go without a visa?
If intending to move to the UK, to live, work and set up life, you should really apply for the appropriate permit beforehand; it may make additional applications easier and more straightforward. The appropriate course of action is to apply for a family permit before arriving.
