CSI - 6 months UK residency w/ GP records??

I apologize if this question has been asked before...I tried searching but couldn't find it.

I'm American, my partner is French. I have a FP and will be applying for EEA2 shortly after arriving. My question concerns CSI which we'll need as my EEA partner will be applying as self sufficient. I've been shopping around and as WPA seems inexpensive and fairly comprehensive we were looking at choosing that one. However I've noticed that nearly all private health insurance providers require 6 months of UK residence and registration with a GP to apply. Now I know lots of people are new to the UK and need a policy before the six month mark (foreign students for example) so how does it work?

:!: Incidentally, if anyone knows if the WPA essentials plan counts as CSI I would be interested to know as it's very cheap (we were quoted 10 pounds for the both of us). The premier plan seems more comprehensive and is a bit more expensive, so we would go with that if necessary.

It appears that Aviva doesn't have this requirement. If anyone knows other providers who don't I would be greatly appreciative if you would share. I've contacted WPA to ask about exceptions.

FYI for those searching for the same: in the end, we went with the Aviva policy - one of the cheapest options. Never used it and had no problems. We've since switched from self sufficient to working and dropped the policy. RC received April 5th.
