Queries on professional referee

I have couple of queries w.r.t. professional referee

1) for my child's registration application - can pre-school staff sign as professional referee as those in my opinion have been professionally in contact with my child than anybody else.

2) for my naturalisation application - can a family friend who is a doctor in UK since 12 years act as a professional referee? I ask this as I have seen forums where it was mentioned doctors were removed from the authorised professionals list.

Would be really grateful if anybody who has recently gone through the application OR has got proper understanding of the rules can clarify these queries.

1) Yes - if a qualified teacher or nurse or similar professional

2) Doctors are not on the list but it is an advisory list, not an exhaustive list.
Dentists, nurses are on list so why would a doctor be denied (?).

Worst case, if HO objects to any referee they will simply write & ask for another nominee.

And HO guidance notes indicate they do not routinely take up references in any case.
