URGENT HELP NEEDED_ Arriving to UK without VISA

Dears,

I come from Poland and legally working and living in Austria.
My wife Comes from Ukraine and also is living legally in Austria according to residence Card, which Looks like:

This is her 1st residence Card- valid till 2019. After that she will get pernament residence Card. We are flying for 5 days vacation to London in 2 weeks. Does she Need a EEA Family Permit Visa?
