Tier 4 student visa termination.

Hi,
I've just got my tier 4 student visa terminated as stated in the title, under the pretext of not meeting the attendance requirements and not progressing through the semesters as expected.
I don't want to complicate things to much by including unnecessary things, but what you should know is that I am a student from Ethiopia, here in the UK for educational purposes. I have been studying for my Bachelors since August last year but my overall attendance hasn;t been very satisfactory and neither has my progress path.
I've spoken to my school dean and he has said that I could plead to have this decision reconsidered if the UKVI authorizes it. He said that he would have no problem reinstating me as a student if I get clearance from them.
Now, I'm wondering how I could possibly do that, hence why I'm posting here. I would like to know if there's any way for me to contact the UKVI about this and hopefully continue with my studies. He mentioned me having 60 days to do so.

Any help would be appreciated. Thank you!

I don't know what UKVI "authorisation" or "clearance" the Dean is talking about, unless he means a new Tier 4 visa. The sponsor needs to issue a CAS for you to apply again, and as you would not have academic progression, you could only apply in your home country, not in the UK.

Frankly it sounds rather like the Dean is pretending your curtailment is nothing to do with the sponsor, and all down to the wicked UKVI, which seems patently untrue.
