Tier 4 to FLR (M) HELP!!

Hello All,

I am a British citizen. My partner is a Pakistani national. He is currently on Tier 4 visa.
I met him online when I was 16 in 2010, he was 17. We spent 2 years chatting and the online dating etc. We decided to go to uni together so in 2012 he came over. Unfortunately his visa is coming to an end on the 1st Nov 2015. He is due for an extension because he has to resit year 2 due to his father passing away. However, the uni don't want him to carry on and are not providing a CAS even though he's paid and supplied bank statements. They have literally said go back and use what you have learnt to make a business! I've contacted the UKVI and asked them about the issues the uni is raising and if they have any basis - they don't.
They advised 3 things:
1. Try and get the CAS
2. Get a CAS from a different Uni
3. Apply for FLR (M)

We've lived together for 3 years and have all the proof. The main issue is finances. I graduated in July 2015 and have started working as a biomedical scientist. I am starting off at £21696 but because it has been less than 6 months, I need other proof. I worked 26 hours a week during my final year of uni and earned around £10000 in the past 12 months. He works and is earning around £0600 due to the restrictions of work on Tier 4. We don't have savings. We didn't have to pay tax during that time due to being students so after tax we are the same but I don't know if that would suffice. I did have student maintenance grant during my 3 years but that wont count. Any ideas as to what would be the best way to go from here?

EDIT: Does he have to leave the UK and submit the application or can we go to a same day centre within the UK to get it done?

You are seeking to apply as unmarried partner, right?

Well as you do not meet the financial requirement, same day service is not an option.

You may need to apply FLR (FP) and vary to FLR (M) , once you have been employed for 6 months, provided a decision has not been made by then,
