Level 1 User travelling outside the UK

Hi, What if the Level 1 user wants to travel outside the UK for 4 weeks? Does he need to inform home office of his/her travel? And is this allowed?

PS: There is only 1 Level 1 user and he is also the main user (no one else has the authority)
