English requirement for joining family Visa after Nov 19th

Hi,

I am on ILR in UK. I am going to get married on Nov 18th .My wife has NARIC qualified bachelor degree and we got NARIC authorization also. As per below link from UKBA secure English test is must for applicants applying for ILR and naturalization process. Does it applicable to SET-M visas also ? In spite of having NARIC recognized degree does she still need to appear for secure Engish test (IELETS - UKVI) ?
