Tier2 ICT_ Cooling off period

Hi This is Raju and I need some details about the cooling off period.

I had been to UK once and my visa validity is from 25th April 2014 till 24th April 2015. however i ahd returned back to india on 15th March 2015.
a) Now the question is by when my cooling off period will be ending? Is it on 14th March 2016 or 24th April 2016?
b) What does this cooling off period mean? Can't I enter UK before my cooling off period is over or can't I send my visa application to VFS before my cooling off period ends?
c) What all activities in visa processing I can do before my cooling off period and what all I cant do.

Please help me with this.
