I have tier2 general visa and Now I am transferring to different employer.

Can I use premier service for COS transfer?

If yes, what application code I need to select in book Appointment drop down?

There is no such thing called "CoS transfer". What you are doing is called "change of employment".
Yes, you can make a change of employment application using PSC.
