Tier2 ICT Dependent Visa

I am currently in the UK on Tier2 ICT since 2-Dec2015. My dependents wanted to join me next month, however I believe Maintenance Letter from my employer is required for my dependents for their visa process.

My employer may not issue a Maintenance Letter due to some organizational reasons.

Kindly help me to understand if Maintenance letter is a mandatory document for Dependent Visa process ? Are there any alternative to file dependent visa without any document from my employer
