appeal won ,issue of visa ....when ?!!!!!

hello .my wife and I applied for spouse visa ,it was refused,we appealed and won our appeal on the 11th September 2015.in the letter from the appeal judge it said about 14 weeks allowance for any appeals .the appeal center did not appeal .we are waiting now for a news from the home office about how my wife will get her visa,its been 17 weeks and still no letter ,is there anything that we can do to hurry things along ,its been a very long time .much more than they said it would be .I ve sent emails through the gov system they just say be patient ,or your case is with the appeals team .is it normal to take so long?
