Recent MAC Report on Tier 2 Published Jan 2016

I read the recent mac report on UKBA website. I have few questions

a- What the report says are recommendations? Does it means they automatically take place from April this year or are just recommendation

b- The recommendation talks about minimum salary threshold of 23000 for new tier 2 and 30000 for experienced tier 2. If someone is getting tier 2 for 5 years which limit will apply to them if this rule is accepted.

c-It also says that current occupation based salaries are in 25th percentile and proposed is also 25th percentile. Does this means no change to occupation specific salaries?

d- Lastly i someone SOC experienced salary is below 30 does it means they will have to fill highest of either 30 or their occupation specific salary?

e- Do the tier 2 rule changes only take place in april or anytime this year.

The government asked MAC to investigate and these are their recommendations. The government hasn't published their decisions yet.

There is already a thread on this where you can talk to others who may be affected by any changes.
