EEA FAMILY MEMBERS PR

Hi
My uncle is French national .His wife is Indian national.She came to UK in December 2011after getting entry clerance as EEA FP family memberto join husband.
Then she was granted residence card for 5 years in Septemebr 2017 which will expire in Sep 2017.
She has alrady spent 5 years and eligible for PR.
I have the following questions:-

1- Is 5 years qualifying was started since December 2011 when she was entererd in UK OR from the date when she was granted residence card in UK which is 2012?

2- Does she need to PASS English or Life in the UK?

Please advice

Note
people don't qualify for PR they acquire PR automatically.
What is applied for is a card to confirm this. The card simply confirms the status it doesn't grant the status in the first place.

1) It is whenever the sponsor has continuously exercised treaty rights for 5 years in UK whilst the couple were married (to each other) & both present in UK.

So it comes down to the husband's activities & timeline in UK.

2) No, not for confirmation of PR.

It means wife is eligibel for PR as she has already spent 5 years and husband was in full time job for last 5 years
