Residence Card - format

Hello Scoutunderground,
I see in your reply concerning those who leave during their application, that they will be given their RC on an A4 paper. Isn't the RC meant to be on a biometric card? And if not, how can one transfer it to its appropriate place? Also what are the Biometric Resident Permits requested for in the EEA2 form(are these the BRP's you have from other EEA countries or a previously owed UK BRP)? Thank's a lot in advance.
