Question regarding visa application processing start date

Hi there,

I have read online that 85% of visa applications made from Pakistan will have a decision made within 60 days (from the UK government website). I wanted to understand whether this application processing time starts from the date of biometric enrollment at an application centre or once ALL supporting documents have been received for consideration (within 2 weeks of enrollment).
