UK - Standard Visitor VISA or Family Permit?

Hello everyone,

Myself and my wife are both EEA citizens living in the UK, both working.
My mother-in-law living in India would like to visit us for a short duration, the plan is we travel to India and on the return she would come with us.
She has not too much to show like money in bank and properties as she lives with her son and depends on him.

Said all that what do you think she should apply for?

or
[*]Family Permit

If she is not dependent on you, then an EEA family permit application may fail.

So, probably a visitor visa application is appropriate.

1 - So in order apply for a visitor visa can I sponsor her or does it need to be my wife? I am asking this because I have been working in the UK longer than my wife and the house contract and bills are in my name.
2 - Also is there available here any example draft for the sponsorship letter I should address to the UK embassy?
