Claiming while making Application.

I receive DLA, Plus ESA with 2 disability supplements, Housing benefit and Council Tax Benefit. So we are going down the maintenance route in our Application to bring my Wife and son (British by descent) to the UK from the Philippines.
On the application form it says do I promise to support an accommodate the applicant for 5 years without recourse to public funds.
Do they mean Her having no access as I will have to claim for me and my son as I do not work due to disability.
Am I still able to Claim for myself and does that claim affect the application for "Joining Family Visa (settlement).
