sister's UK visit visa refused

All,

My elder sister's UK visit visa refused by UKBA because of her economic situation in India. She is a housewife. She has neither a property in her name nor enough money in her bank account. Her husband is a farmer. All the land and other properties are in his name.

The decision message from UKBA -

I have refused your application for the visit because I'm not satisfied that you meet the requirements of paragraph(s) V4.2(a) & (c) of Appendix V: Immigration Rules for Visitors because
You state that you plan to visit your brother in the UK for a four month period. You have also indicated that your UK sponsor will meet the costs of your visit and I acknowledge that they have provided evidence of their ability to do so through XXXXX bank statements and utility bills. However I must consider your current circumstances in India when assessing your application.
You are not employed and you have declared no income or savings. You have provided a bank account in your son's name which has a closing balance of INR XXXXXXXX. No other financial documentation has been submitted. I'm therefore not satisfied that your current economic circumstances in India will persuade you to leave the UK on completion of your stated visit.

Given the above I'm not satisfied that you are genuinely seeking entry to the United Kingdom for the period and purpose as stated by you. Given the above, I'm not satisfied that you intend to leave the UK at the end of your proposed visit (Paragraph V4.2(a) or that you are genuinely seeking entry for a purpose that is permitted by visitors rules (paragraph V4.2(c).

This is really disappointing for me as it was a genuine case. I'm British citizen and had provided all required documentation/proofs. She was coming here for helping my son's 11plus exam study.

As said, her husband is a farmer. They have farming land, big house and other properties but my sister doesn't own any of the property. She is fully committed to return back to India as there are a lot of dependencies. Her husband is the only son to his parents and she got two kids. Both are studying out in Delhi e.g. do not stay with her. Therefore no one there to care home in her absence. She agreed to visit UK for my son's 11plus study only.

I don't know what to do in this situation. Shall I apply with a marriage certificate, land documents (her husband name) and may be one letter from her husband stating that she intend to return back to India?
May be I shall issue an additional latter stating genuine reason as 11plus study for my son?

This forum is really helpful. I'm expecting a quick response.

How long did you state she'd be staying for?

I don't think the helping for 11-plus thing was a good idea, visit visas are just that, for a visit, not tutelage, as mean as that might seem, the ECO might have seen it as working or depriving a local citizen of work.

Thx for the response. Appreciate that.

She didn't mention purpose as 11plus in the application.
It was for a family visit.

She mentioned 3.5 months.

What supporting documentation we can provide in order to show the intention to return back to India after the visit?

Land/property documents on her husband name along with marriage certificate?
Plus a letter from kids and husband?
May be I can write a letter to UKBA confirming her return?
Add return air ticket?

Pls advise.
