Can Tier 2(General)Dependent apply Tier 2(General) Within UK

I am on Tier 2(General) visa, i have few question which are below

1) Can my dependent apply for tier 2(general) within uk?
2) He does not have bachelor Degree is that ok to apply for tier 2(General) visa, he will give approved English test.
3)once his visa will be approve can i apply for dependent visa within UK?
