First, check & see if he qualifies for HSMP. We have a fairly extensive section of resources:

This will become the Tier One program some time "early in 2008." The Home Office is being coy with the actual date for the changeover.

You might be able to hire him. A company can sponsor someone for a work permit.

You will have meet minimum pay rate standards, and you will have to prove that the job offer cannot be fulfilled by a Briton or any other EU/EEA citizen. He will only be allowed to work under that contract for your company .. you can't bring him in part time and let him work for someone else.
If he finds another job, the new employer can offer a new contract and sponsor him to switch his work permit over to them.
Also, he could marry a British or an EU citizen and come over on a spouse visa.
