doctor as a refree?

hi
i was looking at the approved list of refrees. cant find a doctor in the list though dentist was included.

Doctors can act as a referee in a personal capacity. However, GPs are no longer on the approved list because of the time management.

thanks. can both refrees be doctors (nhs or private)
