awaiting court decision 12 weeks gone now what to do?

Hi there,
I was sponsoring my teenage brother to live with me here in UK as I am the only family member left, the application has been refused on Feb 2014 and we had appeal hearing 22 Feb 2016, it is now 12 weeks gone but no decision from the court yet.

I was calling the court in the last few weeks and all was getting was no decision has been made.

I was told by my lawyers to wait around 2 to 6 weeks for a decision but this is now double the time , so I was thinking is this normal, is there anyone with same issue or experience? I would kindly request to share your experience.
