Passport Back Service India User pay VFS

Hi

my wife will be applying for a settlement visa in feb 2017 at VFS new delhi, she will pay for the passport back service which cost INR4200 as we are going on honeymoon a few days after the application. My question is after we submit her passport back at VFS when we return how long does it take to process the visa and send it out by corrier to her home address. we will submit her passport around 3 weeks after she enrolls her bio metrics and application. the standard timeline for settlement visa in Feb 2015 was around 12-16 days. we will be submitting application in feb 2017 so i am amusing the same timelines. i am sure we will receive the email that we have 4 weeks to submit her passport whilst we are on honeymoon. When this email is received has the decision already been made by the ECO
