Schengen visit visa refusal reason unclear

Schengen visit visa refusal reason unclear

My family applied for a Schengen tourism visa from the Swiss embassy in Pakistan which was refused and the reason provided is 'Justification for the purpose and conditions of the intended stay not provided'
We fail to understand this reason as confirmed hotel bookings were provided along with the application. All other evidences mentioned in the requirements were provided.
Which justification and conditions are they referring to in that statement?
