I had the same issue for my EEA FP application. They may refuse your application because it is not a certified copy. My wife was in UK and I was in Turkey. She certified it by a collague who is able to. But I think the easiest way is the Post Office. And you can send copies to Morocco by UPS. In my case it arrived in 1 day.
According to GOV.UK "your family member’s valid passport or national identity card (or a certified copy if you can’t provide the original)". I advise you to certify it and be on the safe side.

the 3de point is in question now. Because I am in UK and she is in morocco I sent her just a scanned copy of my passport she will print it. but it s required that should be certified??
1. Will that copy be just fine because my german freind´s wife also did the same and all went well with a Not-certified copy of the passport?
2. If the applyment is rejected FOR the reason that the passport copy was not certified, will that have any impact in a next applyent with a certified copy of passport?
3. where I should certify it? in german consulat or in Postoffice?
I already have an appointment this Wednesday? should I postporn the appointment till I send her a certified copy of the passport?
