IHS how to pay

Hello,
My husband is Tunisian and we applying for UK spouse visa.

The problem is I cannot pay IHS online. When we answer questions (Are you applying from within the UK? and Are you applying to stay in the Isle of Man, Jersey or Guernsey? ) we answer NO and it say we dont have to pay IHS.

Can someone help us?

You must not clicked within Uk part otherwise you will get zero...try to amend it..if it dont give you option and dont bring you back at same screen where you had these options then you have to restart the application and this time ignore within uk part and dont click on it
