Family permit for non EU spouse' mother

Hi I am a spouse of EU national and we have been living in UK for 4 years now. We both are employed and have two kids. Recently my wife got an admission in university for a full time professional degree that she really wants to do. The problem we are facing are the kids childcare as we want to avoid childcare after school. The reason is the budget as well as personal opinion of not keeping them away from home for so long. Plus because she hasn't qualified for the student finance we don't get any help being a student. If she continues her employment as a part time student, is it a valid reason to apply for my mother's visa for help with kids' care. We previously applied for visa that got rejected as she is living in my father's house and not completely dependent upon me/my wife. We do send them money every month and have proofs. I would highly appreciate if somebody could provide some information if we can apply for her visa because we really need her here otherwise my wife won't be able to start the degree?

You cannot petition for mother to come to UK simply as a convenient nanny or carer.

If mother is genuinely dependent on you (as the EEA aponsor/spouse), and her absence is constraining your EEA spouse's ability to enjoy and exercise free movement rights, then you may apply for an entry visa for mom.
You will need good, rock-solid documentary supporting evidence to back up your case.
