claiming benefit as carer of british child

hello can someone advice me please as am so confused i have my resident permit as a carer of british child 5years with no anything like no recoures to public fund stamped on it and yet i can not claim child benefit for my child or child tax credit and my child has health problems though am receiving housing benefit and ESA as am not very fit as well can anyone advice please thank you...
