No we couldnt because i didnt work for full 5 years, due to having a baby and unemployed for 2 years. Hubby has worked for full 6 years and never claimed any benefits. This is what the company told us, so we applied for another 5 year visa.

Some confusion here, a FP is an entry visa. If residing in UK your family member doesn't need another one.
RCs and PR cards are not visas they are confirmatory documents. And they are optional for spouses.

As Wanderer points out the dependent is a potential candidate to apply for confirmation of PR (or, if that is not possible for some reason, a further optional RC).

Assuming you are married, the availability of either document should not stop you having a holiday; you are permitted to leave UK.
Dependent will be able to return to UK if accompanied by their EEA sponsor/spouse, even without a RC.
Pro tip: Take marriage certificate with you.

(If you are unmarried partners then yes, dependent should hold a RC).

All these documents can be applied for by yourselves, no need for the complexity of involving 3rd parties.

Another thought, do you have visas for wherever you are travelling to?

Im on a portuguese passport and husband is on a south african passport, he had : residence card of a family member of an eea national, was a 5 year visa. We had to renew it.
Yes we are married and booked a holiday to spain, which he wont need a visa as we traveling together.

This guidance shows how you will be handled at the border without a RC:

- section 5.5.1

I suppose you may face a complication if you are flying as an airline may wish to see a 'visa' in order to board you.

As you have used a 3rd party agency you can only chase them up - but they will not be able to speed up the HO processing time for you.
Have you even received an interim COA yet?

Before the full RC document is issued, the applicant is issued with a temporary or interim Certificate of Application = COA.

(However that is not a travel document).

@Nazar jan123,
you are not really in same situation as you are an unmarried partner and need an EFM RC not a FM RC.
Documents will be different.

Kindly continue in your own existing topic to avoid jumbling responses and confusing the OP's issue.
