confused with a referee

Good afternoon.
I posted a question yesterday about referees.
I'm still a bit confused.
Can someone please confirm to me that as my husband applys for his passport he can use a union rep.
As his professional reference he is not a officer just a rep.
At work.
He has known him for 4 years.
