Unaccompanied minor for citizenship

An unaccompanied minor arrived in the UK in 2008 and was put in the foster parent's care, he was 8 years old. He got discretionary leave to remain, which expired in 2011 but they applied for an extension ( in time as per HO's rule) . After 3 years of waiting, Home office granted him indefinite leave to remain in 2014. The boy is still in care with the foster family and has never been in trouble with the law. He is now 16 years old
and currently completing his GCSE exams with the aim of attending sixth form. Can he apply for registration as a British Citizen. Will he be subjected to the 10 years rule?

Please advice, I shall be passing on the message to the foster parent.
