Tier 2 Refused! Please help.

Dear All,
I made an application for my extension on 11th April. However I had to do so without a COS as my Tier 2 Sponsor was unfortunately suspended just before my visa application. Home office did not keep my application on hold and refused it on 13th May.

I did not apply for administrative review as that wont change the outcome. I applied for a fresh Tier2 application with a new employer on 27th May. My PEO appointment is on 20th June.

I received a letter from HO yesterday saying that I must now leave UK as I did not apply for an admin review.
Else I have to let them know of any reason that may allow me to stay. I am enclosing the letter for you.

Please advise me of my next step. Should I write them a letter ? THank you for your help.

This does not make sense. Either you go to a PSC or you have already submitted the application.

Also, You have 28 days from their decision to either re-apply or leave the UK. That means 28 days from May 13th.

What does not make sense?
I got my refusal dated 13th May and I submitted a fresh application on 27th May (well within the deadline). My premium appointment is on 20th June.
Please let me know if i missed something

If you have already submitted the application you cannot go to a PSC! Also I would not recommend it for you as you have a recent refusal which will probably mean they cannot make a decision on the day.

When you go to the PSC, that is when you submit the application. If you have an appointment on the 20th of June, that is outside the 28 day window where overstaying will not affect a future application.
