which date to consider for ILR application

Hi,
I hold Tier-2 general visa and I am bit confused with what date shall I consider to make an appointment for ILR ,my details of dates are :

My visa issued date was Aug 25th 2011
My entry date (date landed in UK) was 30th Sep 2011

When am I eligible to apply for ILR?
28th July (28 days before issued date) or 28th Aug (28 days before landing date).

Could you please advice the correct date?
