Visitor visa - UK

A friend of mine is relocating to Canada. He is in India currently. We were requesting him to take a halt at UK for a week while on his way to Canada.
The one issue is that just a few days back, he liquidated all his FD's and cash and placed it with his parents.

Now he doesnt have cash in his bank account against his name. He can always create new FD's but they will be from the current date and if he wishes to apply for the visit visa next month, he will only have a month old FD data or bank cash.

Can he hope to get the visit visa with those FD's as maintenance money or proof of funds? Or is it a waste of time to apply for the visa with a one month old FD even if it is for 6 Lakh INR(6000 GBP)?
Any other suggestion - we do want him to visit us in UK.

Please help.

Hi, what if he keeps this money on cash in his bank account?
