documents to sheffield

Hi all. I applied EEA family permit for my brother in Pakistan and he received an email saying that they have received the application in sheffied uk.If you have made a Settlement application (except for applications lodged in USA and Canada): you must ensure that your UK sponsor has sent all relevant supporting documentation to the visa section in Sheffield.

Why did they sent the application to sheffield instead of Abu Dhabi and do we need to send the documents to Sheffield now?
