How can age 21+ can apply

My mother in law and father in law got US Sponsor Visa which my mother in law mother applied for them include my two brothers in law 10 years ago and now mother and father in law got everything sorted and got Visa week before.

They didn't call two brothers in law, is there any chance they get visa to settle up in US after my mother and father in law arrive to US? What visa they should apply for brothers in law to get to US?

Please suggest. Thanks
