Spouse visa application waiting time

I am trying to find the waiting time for a spouse visa to be processed and a decision made from the Republic of Moldova. The Gov.Uk website gives the times for other types of visa from the capital city of Chisinau, but not for this one. Are there any ideas?

The other query (related). Because of this, the applicant in Moldova guesses how long it would take to process, let's say 2 months. So they put on the visa that they would like it (if successful) to start on 1 September. But because the visa processing time is in reality, 3 months, what would happen? Would, in this situation, UKVI automatically change the date the visa runs from to reflect this longer visa processing time?
