Is it possible for EU citizen to apply for regular Indefinat

Just wondering if itis possible (and a good idea) for an EU citizen to try and apply for the regular ILR? It looks like the form isn't really designed for that.

I'm just asking as I'm unsure about the status of the EEA PR card

No to ILR. You don't get a choice.
