Can an EEA underage student be a qualified person and sponsor the EEA(FM) application of one of their parents?

Or could be more advisable for the parent to apply as a self sufficient qualified person instead, and sponsor the EEA(FM) application of the child?

I guess for both options they may need CSI for at least one of them, am I right?

How is child exercising treaty rights?
A dependent parent would have to prove dependency on EEA sponsor (child) for their essential needs (housing, food). Is that the case?

How is parent self-sufficient?

Yes, CSI required for a ss sponsor and any non-British dependent/s.

As a student. Both parent and child have their own EEA country issued valid EHIC, and have been here for almost 1 year.

No, the parent has been self-sufficient so far. Job-seeking, but completely self sufficient meanwhile.

Would the EHIC good enough to apply for a registration certificate for both the parent and the child using the EEA(QP) form?

Should the parent apply instead as 11 month long job seeker, and the child as a dependent using EEA(FM)?

The parent is quite highly qualified, master degree, and a good CV as well.

The child doesn't appear to have the funds to sponsor parent who has to show that up to half of essential needs are provided by child.

My understanding is both parent and child need CSI if parent is self-sufficient.
Not sure EHIC is enough.

As a jobseeker, there are now time limits on jobseekers and also the UK's 'gpow' test to overcome - don't know much about it, you will have to dig into that.
