Decision made - REFUSAL but they didn't look at documents!!

We submitted an application in March in Amman Jordan for UK spouse visa. All evidence supplied. Finally after 3 months of waiting we got a decision last Thurs. We used passport passback so knew it was a refusal as the passport was never requested. My husband went to the office today (as was abroad visiting parents). He took the letter and went home - didnt open it or register that our documents weren't returned which was the 1st clue.

He opened the letter... refused on all grounds as we 'did not submit evidence'. Thankfully he has the reciept of documents to show we did provide them just the idiot deciding didn't look. What do we do now? Absolutely Livid.

Please be more clear in sharing the grounds of refusals. What evidences you did not submitted as per UkVI?

They said we did not provide proof of marriage (marriage cert supplied along with my divorce cert and our permission to marry from Jordanian gov)
Or proof of contact contact photos etc (we showed 5 flights in past year - evidenced by copy of visa stamps and travel details, screen shots from conversations, friends supporting letters of support, wedding photos and photos from visits)

Said no proof of income, no wage slips and no savings or employment shown (i sent 1 year bank statements (due to complex nature of finances), letter from solicitor and financial agreement showing 500 p/m maintenence payments, land registry cert, rental agreement and tax return showing income from rental property 560p/m, letter from employer, 6 months wage slips and employment contract - salary 13700 p/a)
They said there was no evidence of residential requirements - we sent house inspection report, my tenancy agreement (which mentions him by name) and electrol roll reg.
They said my husband didnt meet english requirements as sent no evidence (we sent 2 degree cert from his uni in the UK - BEng and postgrad dip all certified by commonwealth office and Jordanian ministry and Saudi ministry)
Basically we were refused on every ground possible and clearly didnt read the folder (as it hasnt been returned I assume it got lost - we have our signed checklist to show it was all submitted).

It seems the decision was made after considering 0 evidence.

How did you posted application forms and supporting documents? Was it all in one bundle/envelope ? Did you used insured delivery? It seem they just received the form and did not received any of these supporting documents . Now dont know if its lost by courier or by ECO. You can go for appeal though if got the right of appeal. Did you kept the copies of all supporting documents which you sent to them?

It wasnt posted. It was handed in in person at the application centre during biometrics. We have receipt to prove it all. My husband went to TLS centre today and they said it was UKBA who said its not their fault it was UKVI. Sheer incompetance. They lost EVERYTHING including my husband's original degree certs.
