stamp 0 for dependent parents and free travel pass conundrum

Hi, everybody, my parents recently (a month ago) got permission to remain and got a stamp 0 with the usual caveats that they weren't to avail of any state benefits, etc...

Funnily enough they just got (both) a public services card with a free travel pass as they're both over 65. They did not apply for this.

Does anybody know why this happened? are they entitled to a free travel pass and would that nor be considered a state benefit since it was granted by the department?
