First Passport application (no current passport)

Hi guys, I have made an application for my first adult passport and enclosed my expired passport and subsequent expired temporary travel documents issued by my local embassy. I hold no other passport and have explained this with my application. I have today recieved a letter stating that my application cannot proceed if I cannot get a letter from my country of birth's issuing authority confirming that I hold no other current passport.

The problem is getting a letter confirming that, or worse a new passport whilst living abroad from my country of origin is almost impossible and will take several months if not years. Is there a way out for me? Advise please.

Why would it be almost impossible? Does your country have an embassy / consulate / high commission in the UK?

HMPO takes a hard line stance on passport applications, if they have asked for evidence that you hold no passport, they probably aren't going to issue you a British one until you have given them that proof.

They are trying to avoid creating multiple identities for one person (obviously this is an advantage for criminals etc) hence why they ask to see all uncancelled passports to make sure your name/etc is the same in all of them. You won't be able to get a British passport in a different name to what is in any foreign passport.

Yes they have an embassy which is barely functional and takes months if not years to respond to any requests, let alone for citizens seeking assistance with UK passport applications, they will simple tell me to travel to my home country as they have no direct link with my original issuing authority. I have gone through the naturalisation application with the exact same documents that HMPO are saying is not adequate. In fact when I initially applied for settlement UKVI issued my ILR in paper form in 2008 as my passport had since expired and they accepted my cover letter explaining the lack of passport. I have been travelling on Temporary Travel documents with same name that I'm using for my HMPO application, same name as on my naturalisation certificate. They have all travel documents I have ever used including the most recent which also is in the exact same name on my naturalisation certificate. So I'm not sure what else I need to do to convince them.
