CoS Application

Hello,

Can someone advice me of the various reasons a CoS may be declined?

As far as I am aware, my employer has applied for a CoS for a job that was advertised on Universal Job Match and one other website for 28 days. They received 1 - 2 applicants which they did not find suitable.

So the application should technically be successful. However, if there is any info out there about this, I'd be grateful.
