Tier 2 ICT (short term less than 3 months) to Tier 2 General

I understand that if you are on a tier 2 ict for less than 3 months (as stated on the COS) then the cooling off period doesn't apply. However, my question is whether it is possible to apply for the Tier 2 (General) with the same employer while I am still in the UK on the Tier 2 ICT short term visa (for less than 3 months)? Or, do I have to return back to my home country first and then apply? The employer can meet the tier 2 resident labor market test and fulfill the minimum salary threshold.

You will have to return and apply from your home country.

What about from Tier 2 Priority. Is that not permitted either?

Priority service is just to fast-track your application in case you are applying for a visa from within UK (as long as its allowed). You cannot circumvent the rule by using the priority service.
