Permanent resident card and HO request for more details

Hello,

I'm in the process of applying for PR, being romanian citizen, EU2 EEA country. I've sent a tone of papers in Jan 2016 and recently I've received letter from them regarding need of more documents.
I was self-employed period Jan 2010 to Jan 2014 then employee since 2014 and ongoing. I was asked to provide documents for period 2010-2012 (not sure ?why just this period). I am concerned that yellow card/blue card required and don't have it because in 2011 when I've called HO I was told is not mandatory (unfortunately I can't proof it). I was thinking to write a letter and explain why yellow/blue card not available....I will need more guidelines how to go around it.
Any help will be much appreciate it.

My understanding is that Bulgarian/Romanian nationals who were self-employed, self-sufficient or retired did not have to apply for a Yellow Certificate. It was voluntary.

What were you doing to exercise treaty rights in UK during 2010-2012?

What were you doing to exercise treaty rights in UK during 2010-2012?

Period 2010-2012 I was in the process to get PIN no from NMC (becoming official general nurse in UK- got it end of 2011), in the mean time I was working for my own as a cleaner (houses and hotel) period 2010- end of 2011. The only things I've got 2010-2011 are: letter from HO confirming tax returns, statement from the depart. of work and pension showing NI contributions, statement from HO stating self-employment start date, and EHIC since Apr 2011, invoices book for that period. Is it enough?
I'm not sure how to explain voluntary Yellow card as no proof of call I made back in 2011.

If you were self-employed my understanding is you didn't have to have a yellow card.
HO will know this as they made the regulaions so you don't need proof of any phone call.
