Tier 2 dependent application

Will be applying for tier 2 general dependent application for entry clearance soon. My question is regarding the application form. Have you ever been refused a uk visa application fir ec or leave to remain.?

I have had a refusal before earlier on tier 1 visa but when appealed and court later allowed the appeal and a visa was further granted.

Should i be answering NO in this case?
