No wrs and permanent residency

Hello.
Me and my partner moved to England in 2009 but we were not aware of wrs.
We tried to apply for perment residence once but it was denied because of lack of wrs.
Now we will try apply one more time.
My question is what arrival we need to give them?
if we put 2009 will they ask for wrs again?
Or we should just put 2011?

WRS ended in May 2011. Use the period June 2011 to June 2016 (providing you were exercising treaty rights for this time) and you will not be required to show evidence of WRS.

No need to Spammy Spammer your application and suppress information to make a 'good' application.
If you don't know what you're doing you may get it wrong and mess up your application anyway.
You also have to sign the Declaration on the form to vouch for the information you provide.

State your arrival date as the date you arrived in UK. Simple as that.

State all your timelines. The caseworker will assess and weigh up your case.

If you meet the requirements with some valid qualifying period (supported by rock-solid evidence) you will be granted a PRC / DCPR.
(You will not be 'penalised' for having no WRS at earlier date).

Looks like your qualifying period will start (as a worker) in or after May 2011.
