Restricted or Unrestricted COS

Hi all,

My Sister is currently on T1 Ent Visa.
She wants to now switch to Tier 2 General Visa.

Her employer is new and has got a A rating. Thus I guess she will be the first one whom the employer will sponsor
What COS will be applicable for her Restricted or Unrestricted COS.

Are there any general requirements for her (apart from resigning as the director the company) which she needs to meet before applying for TIER 2 Visa.

Suggestions will be helpful.
